EURO-BASIN at the Atlantic Forum,
Lisbon 28-29th Nov 2011

In the context of the European Union Maritime Strategy for the Atlantic Ocean Area, and under the theme “Atlantic Maritime Business & Science for a Sustainably Developed Europe” the Lisbon Atlantic Conference aims at generating a public discussion encompassing the Member-States Governance, Regions and the Entrepreneurs and Science clusters.

During this event, the European Commission will announce the "Communication of the Maritime Strategy ". The conference also aims at endorsing recommendations to the European Commission regarding the future framework architecture of the “Atlantic Forum” foreseen by the strategy.

The forum will play a significant role in supporting the European Commission on the preparation of the Action Plan for the strategy’s implementation, and provide a setting to gather European Member States and Atlantic neighboring States, in the American and African Continents.

Michael St John (EURO-BASIN`s Scientific Coordinator) will take part in Round Table II: The global oceans - R&D on the oceans processes, moderated by the President of the World Ocean Council, Paul Holthus, and with the participation of Eduardo Balguerias Guerra, Director Spanish Oceanographic Institute, Peter Heffernan, Chief Executive of the Marine Institute, Ireland , Jorge Gonçalves, Vice Rector of Oporto University, and Waddah Saab, DG RESEARCH coordinator for marine research strategy, European Commission.

Participation in the FORUM takes place two months after EURO-BASIN invited members of the EC, NSF, NOAA and SEAS-ERA to discuss realistic funding mechanisms for supporting large regional research programmes, and trans-atlantic collaboration in the Ocean Sciences. Full details

Summary of Meeting:

The necessity to move from a local and regional to a global understanding of the role of stressors on the earth system necessitates a coordinated collaboration between researchers from different nations and funding agencies.

At present a consensus strategy on the extent of individual projects (individual investigators; small research groups; large collaborative projects) evaluation criteria, and program management necessary to bring these collaborations to fruition does not exist.

With this as the background, this meeting was held to assess the potential to develop an agreed upon strategy to facilitate and manage international collaborative programs involving the US and Canada as well as the European Community and its nation states.

To this end, a straw man for operationalization of such projects was distributed prior to the meeting and used as a basis for discussion. A revised version based on these discussions is included in this report and could serve as the basis for implementation of future international programmes. The discussions that transpired clearly highlighted the desire of the assembled funding agencies to develop an implementation strategy for international cooperation, as well as the willingness to make it happen somehow.

Finally, it was clear that any acceptable strategy need be sensitive to the existing constraints of the national funding agencies allowing them to participate in international science as well as maintain their identities.
